As most of you are aware, the Village of Ruidoso Planning and Zoning Department has been working diligently for the past year to strengthen the monitoring and processing of Short Term Rentals (STR), as well as to improve the Village’s Ordinance governing them.
In the past 12 months, the general public has graciously taken advantage of 11 different opportunities to voice their concerns, support and suggestions. This has been done via Stakeholder Meetings, Lodgers Tax Meetings, Planning Commission Meetings and Village Council Meetings. All input has been seriously considered and, when possible, incorporated into this revised Ordinance.
The new ordinance is scheduled for public hearing before the Village Council at their next regular meeting May 9, 2017. Which brings me to the point of this message.
We are asking all Short-Term Rental Property Managers to provide us with any list of Short Term Rental properties they currently manage, if available. The purpose of this request is to reconcile our records with yours so the new procedures can begin with as clean a slate as possible. The Property Owner’s name, address, contact information and expiration date of the STR is much appreciated, as this will ultimately help everyone involved. We are already weeks into the data entry of every STR into our GIS mapping system – those STRs that have obtained permits, as well as those currently advertising for rent and NOT permitted. This will create a history of these properties, as well as capture all reported violations.
Attached for your review is the revised Ordinance being considered for final approval by the Village Council in May.
Additionally, I am sending a list of properties that have been positively identified as being offered as Short Term Rentals, but are not permitted with the Village of Ruidoso. Members of the Lodgers Tax Committee spent more than considerable time and funds working with an outside contractor to scrub the internet, do “drive-bys” and other investigatory methods to compile this list. This type of work is required to assure compliance with the ordinance. It is and will continue to be an ongoing process.
In the meantime, the Village of Ruidoso looks forward to continued coordination with property managers at future meetings to ensure a smooth transition process should the ordinance be adopted.
