VoR Short Term Rental Ordinance Revisions
The Village Council met Tuesday and approved the changes to the Short Term Rental Ordinance with a few minor revisions. Approved Changes to the STR’s Ordinance
period will be 1 year with a fee of $50 per year.
If a property owner wishes to change property managers a $10 permit transfer will be assessed.
If a property owner wishes to not use a property manager after the permit has been issues the permit transfer, compliance inspections and notification fees shall apply.
All property owners and property managers shall pay $40 for a compliance inspection to be conducted by the Village of Ruidoso. The compliance inspections shall certify the following requirements have been conformed with. The following requirements are not in conformance with the safety requirement at the time of inspection, a re-inspection fee will be assessed of $40.00. A permit will not be issued until the property is in compliance with the safety requirements.
Notification to adjacent property owners
Property managers shall certify compliance.
Property owners not doing business with a property manager will be required to pay a $25 fee notification fee to the Village of Ruidoso. The Village will notify all property owners within 200 feet of the subject property intent to use their home as a Short-Term Rental.
Business Registrations and Taxes.
Property managers shall obtain a Business Registration with a Gross receipts tax number certification and shall collect and remit Gross Receipts Tax and Lodgers’ Tax (Lodgers’ Tax shall be paid on the gross amount paid by a guest).
Property owners not doing Business without a Property Manager shall obtain a Business Registration with a Gross receipts tax number certification and shall collect and remit Gross Receipts Tax and Lodgers’ Tax (Lodgers’ Tax shall be paid on the gross amount paid by a guest).
Property Managers and Property owners transacting business on web-based platforms that have a voluntary Lodgers Tax Collection Agreement with the Village of Ruidoso shall not collect and remit Lodgers Tax on the transactions booked on those on those web-based platforms.
